业主委员会的运作困境及其发展对策
【摘要】随着我国住房消费市场进程的加快，越来越多的民众拥有了自己的住房，成为业主。业主委员会作为住宅小区中代表业主利益的一种新型组织引起了社会的广泛关注并快速发展起来。但是，由于立法的缺陷、社会上对业主委员会错误的认识、业主委员会自身发育不完善等原因，业主委员会的发展遇到了很多障碍，致使业主委员会不能有效发挥作用。本文通过对业主委员会运作困境及其原因的分析，提出了业主委员会健康发展的思路和若干对策性建议。

The Plight and Development Strategy of Owners Committee
【Abstract】With the acceleration of process of China's housing consumption , more and more people have their own house and become owner. Owners Committee has attracted more attention of society and developed rapidly, as a new organization which to stand for the rights and interests of owners in a residential district. Because of the legislation defects, the wrong recognizing to Owner Committee from people, non-enough development of Owner Committee and so on , Owners Committee has encountered many obstacles and cannot play a role. This article gives the idea of development and some suggestions by analyzing the Owners Committee’s plight and the reason of plight’ making.
