我国第三次分配理论与实践初探
内容摘要
在加快社会主义现代化建设的过程中，社会公正问题、贫富差距问题影响着我国社会的健康发展和稳定局面。鼓励和发展第三次分配有助于调节收入差距，弥补市场失灵，实现社会公平和正义。但在发展过程中却凸显出了不少问题，如慈善文化缺失，政府与慈善机构关系不当，慈善立法滞后等。完善国民收入第三次分配制度成为当务之急，为此，政府应加强法制建设、完善税收激励措施、规范慈善捐赠行为等。总之，发展慈善事业、完善第三次分配是一项迫切又长期的任务，是一个系统工程，需要社会的共同努力和支持。

ABSTRACT
With the promotion of China’5 market economy，the gap between rich and poor has already become the irrefutable fact. Some scholars began to consider charity as an important issue and does some research work on it. The encouragement and development of the third helps to regulate the distribution of the income gap, to make up for market failures and achieve social equity and justice. However, in the development process has highlighted a number of problems, such as charitable and cultural deficiencies, the relationship between the government and charitable organizations improperly, such as charitable legislation lags behind. Improve the national income distribution system has become the third top priority. To this end, we should strengthen your legal system, tax incentives to improve and standardize the behavior of charitable donations. In short, the third distribution of income can adjust the urban in come gap in china and promote fairness and stability in china .All of us should become the member .of this system.
