城乡二元经济结构是由于历史和政策等多方面原因造成的，是制约我国社会主义市场经济发展的重要因素之一。统筹城乡发展是为了改变城乡二元结构，构建窗体底端和谐社会体制的需要。
但是，统筹城乡发展也面临诸多法律问题。从分析统筹城乡发展在法制层面上的相关问题，既而提出促进城乡统筹发展的法律对策。

Abstract: urban-rural dual economic structure is due to historical and policies, and many other causes, is restricting the development of China's socialist market economy, an important factor. Urban and rural development is to change the urban-rural dual structure, building a harmonious social system's needs. However, the overall urban and rural development face many legal issues. This paper analyzes the urban and rural development in the legal system at the level of the relevant issues, and on the promotion of urban and rural development, legal response.
