新型农村养老保险制度实施存在的问题及对策—以山东省临沂市为例
摘要：我国是农业大国，农村人口所占比重大，而且近几年伴随着经济的发展而来的是我国农村人口老龄化趋势明显，农民的养老问题日渐凸出。农民的养老问题不仅关系到农民自身的利益，同时也关系到整个社会的经济协调可持续发展以及社会的和谐稳定。本文以作为山东省新型农村养老保险试点的临沂市为例，浅析当前新型农村养老保险制度在实施过程中所存在的一些问题及原因，并提出相应的对策及建议。

Problems and Countermeasures of the New Rural Old-age Insurance System
                 —on the Survey of Linyi of Shandong Province
 
Abstract: China is a large agricultural country with a large population of peasants who has an obvious aging trend along with economic development in recent years, the rural pension is increasingly prominent. Care of elderly farmers not only related to the interests of the peasants, but also to society as a whole, balanced and sustainable economic development and social harmony and stability. This paper is based on Linyi Shandong Province which is one of the pilot of new rural endowment insurance system as example, Analysis of some problems and reasons for the existence of a new type of rural endowment insurance system in the implementation process, and the corresponding countermeasures and suggestions.
