基于胜任特征的企业人员甄选体系研究

摘   要

人员甄选是人力资源开发与管理工作中具有基础意义的重要一环,它对企业的发展至关重要。然而,传统的人才甄选由于过多关注候选人的教育背景和知识技能水平,所以甄选到的人往往只是该岗位合格的员工而非绩效优秀者。目前,国内大多数企业仍采用传统的甄选体系开展甄选活动,在实施的过程中存在很多问题:如甄选标准不够清晰,缺乏客观性;胜任特征指标体系不够完善、系统;构建的胜任特征指标体系比较简单,缺少具体的操作方法与流程;没有组建专家建模小组;甄选模型是基于应聘者现在所具备的素质,缺乏对时间维度的考虑等。
针对存在问题论文详述了人才甄选的理论,对其概念和方法进行了界定和阐述;同时,在分析传统人才甄选不足的基础上,指出基于胜任特征模型的人才甄选能够使企业获得高绩效的人才,既而所构建的基于胜任特征模型的人才甄选指标体系,可准确地反映出高绩效员工应具备的胜任特征,针对新时期企业对甄选到高绩效人才的迫切需求,以胜任特征模型理论为指导研究企业人才甄选问题。

Abstract

The human selection is an important step of the human resources development and management. it is very important to enterprise's development . However, the traditional human selection excessively pays attention to candidate's educational background and the knowledge skill level. Currently, most domestic center prices still selecting in the traditional way of selection., they still have problems in operation: Such as selection standard is not clear, lack of objectivity, Imperfect index system for feature, system. Constructing the characteristic index system is simpler, lack of specific operation method and procedure. No organized experts modeling group, Selection model is based on the quality of applicants now, lack of time dimension of consideration, etc.
This paper has elaborated the human selection theory, defined its concept and expanded the method of selection; At the same time, through assaying the shortcomings of tradition human selection, proposed the human selection based on the competency model could win the human who would get high work achievements for the enterprise. The indicator system of human selection based on competent model will include the competencies which the human who get high work achievement should own. So the selected human is usually a qualified staff of this post but not an outstanding staff. Therefore. this paper aims for the urgent demand of enterprise winning the human who will get the high work achievements in the  new time, encompasses competency model theory ,has studied the enterprise human selection.
