社旗县农村人力资源现状及其开发途径研究

 

摘 要

新农村建设在我国经济发展中居于战略性地位,人力资源在新农村建设中所起的作用是至关重要的。随着我国新农村建设步伐的加快和农村经济的快速发展,农村人力资源开发遇到了许多新情况和新问题。为探索现实情形下农村人力资源的特性,选择农业大县社旗县为代表,在社旗县三个重要的乡镇,唐庄乡、城郊乡、兴隆乡选取了六个村,采用问卷调查的方法,对社旗县农村人力资源的地域分布、利用状况、配置状况、人员素质、教育培训、医疗保健五个方面进行了研究。结果表明,社旗县农村人力资源存在地域分布过于集中,人员行业分布相对单一,人员配置不科学,人力资源利用不充分,人员素质低,教育培训供给不足等问题。最后,对社旗县农村人力资源的可持续发展,提出了自己的建议和切实可行的开发途径。

Abstract

 With the rapid development of the construction new countryside and the prosperity of rural economy, rural human resources development will face new situation and new problems. This summer, Questionnaire survey was conducted in 6 villages of 3 important townships,i.e., Tangzhuang townships, Chengjiao townships, Xinglong townships, of Sheqi county. The Questionnaire covers 5 Aspects of rural human resource of Sheqi: regional distribution, utilization status, regional allocation, personnel quality, education and training. Questionnaire study shows that rural human resource of Sheqi have such disadvantages: regional distribution is too concentration, distribution of labours among industries is relatively simple, allocation of labours is unreasonable, personnel quality is lower, education and training is insufficient, etc. On the basis of such current status, suggestions and  feasible development approaches were given to the rural human resource of Sheqi.
