摘要
21世纪倡导一种新理念:人才资源是企业的第一资源。在激烈的人才竞争时代,拥有人才意味着拥有竞争优势。随着经济政策不断放宽和市场的日趋开放,国内涌现出大批优秀的民营企业,它们是我国改革开放中社会经济发展的重要载体。然而,随着企业间竞争的加剧,人才流失的现象越来越突出,如何有效地保留他们,已成为困扰企业的一个棘手问题。而对于民营中小企业来说,人才流失问题更是严重,已经开始影响到企业的正常运作。
如何减少人才流失及如何留住、吸引有用人才是企业得以存活的关键,也是企业立于常胜不败之地的关键,这也一直是国内外企业管理者热切关注的一个问题。本论文首先运用社会调查的方法,对衡水市近百家民营中小企业进行实际调查,客观的掌握了衡水市民营中小企业中人才引进的状况和存在的问题。然后,通过理论分析,阐述当前衡水市民营中小企业人才流失的原因分析。最后,结合社会发展的要求,借鉴国内外学者在人才引进方面的研究成果,提出了比较完整和有效的针对衡水市民营中小企业人才引进策略。本论文实证性的研究将有利于衡水市民营中小企业吸引并留住人才,增强企业向心力和竞争力,促进企业的发展和经济的持续稳定增长。

Abstract
A new concept of advocacy in the 21st century:human resource is the first enterprise resource.In the era of intense competition,qualified personnel with talent means that competitive advantage.With the continuous relaxation of economic policies and the market becomes more open,emerged a large number of excellent domestic private enterprise,they are socio-economic development of China's reform and opening up an important carrier.However, with increased competition among enterprises,more and more prominent phenomenon of brain drain,how to effectively keep them,has become a thorny issue troubled enterprises.As for private SMEs,is a serious brain drain problem,which has begun to affect the normal operation of the enterprise.
How to reduce the brain drain and how to retain and attract talent is a useful key to survival is the key to the company competition undefeated,which has been of great concern to domestic and foreign business managers a problem.In this thesis,use of social survey methods,the city of Hengshui,nearly a hundred private SMEs in the actual investigation,objective grasp of the the city of Hengshui,the introduction of private SMEs in the situation of human resources and problems.Then,by theoretical analysis to explain the current brain drain,the city of Hengshui,private causes of SMEs.Finally,the requirements of social development,Scholars from home and abroad to introduce the results of research talent,made more complete and effective for the Hengshui City, small private recruitment strategy.Empirical research in this paper will help the city of Hengshui,to attract and retain qualified personnel of private small and medium enterprises,enhance cohesion and competitiveness,and promote business development and sustained and steady economic growth.
