商业保险参与“新农合”的模式研究

 摘 要:新型农村合作医疗保险是我国政府向农村提供的一项公共服务。而商业保险参与新型农村合作医疗，是建立多层次的农村医疗保障体系、构建和谐社会的客观要求。本文首先通过研究新型农村合作医疗保险的现状，论述商业保险公司参与新农合的必要性，然后对商业保险参与新农合不同的模式进行探索，为农村医疗保障解决筹资机制、补偿方案、风险管控等问题提供参考和借鉴。最后提出可进一步完善农村合作医疗制度的相关对策及建议。

Research on the Mode of Commercial Insurer’s Participation in the New Rural Cooperative Medical Care System

  Abstract: The new rural cooperative medical insurance is provided by our government to a public service in rural areas. Involved in commercial insurance, new rural cooperative medical care, is a multi-level rural medical security system, the objective requirements of building a harmonious society. Firstly, by studying the new rural cooperative medical insurance status, discusses the commercial insurance companies need to participate in the new rural cooperative, and then participate in the new rural cooperative commercial insurance different modes to explore, to solve the funding mechanism for rural medical security, compensation package, the risk control reference for such questions. Finally, to further improve the rural cooperative medical system in the relevant measures and suggestions.
