素质测评技术在公务员招聘中的应用

摘   要

公务员的招聘工作作为公务员制度中“入口”环节是十分重要的,我国素质测评起步较晚,又大都照搬西方经验,素质测评技术应用在公务员招聘更是缺乏足够的理论和实践论证,所以难免存在不足之处,这影响了我国公务员考试录用的科学性与准确性。
本文从人员素质测评技术的各种理论出发,将素质测评技术中的心理测验技术、面试技术和评价中心技术中的公文处理、案例分析、无领导小组讨论应用到我国公务员招聘工作中,弥补存在的缺陷,试图完善现行公务员招聘录用制度。首先论述了选题意义和国内外理论研究现状,接着论述我国现行公务员招聘录用现状以及存在的问题,然后针对问题做了原因探究,最后论述如何将素质测评技术应用到公务员招聘中。在各种方法的论述中,着重介绍了公文处理测评技术在公务员招聘工作中的应用步骤,在力求全面的同时努力做到详略有序。希望通过本文的论述,能对读者有一定启发,并能有利于我国公务员招聘制度在理论和实践层面的进一步完善,以提高我国公务员队伍的整体素质。

Abstract

Recruitment of civil servants as in the civil service "portal" link is very important, our quality assessment started late, and mostly copied western experience, Quality assessment technique used in civil servant recruitment is lack of adequate theoretical and practical arguments. Therefore, there is inevitably inadequate. This affected our civil service exams and hiring of scientific accuracy.
From the various personnel quality assessment theory, quality assessment, including psychological testing techniques, interviewing techniques, and assessment center technology in document processing, case analysis, group discussions without leaders, will be applied to our country civil servants in the recruitment. It’s a try to perfect the system of civil servant recruitment defects. The contents of the introduction part mainly discussed the meaning and theoretical research situation at home and abroad. The second chapter discussed the status of our existing civil service recruitment and the problems. The third chapter is aimed at exploring the reasons. The fourth chapter discusses how quality assessment technology is applied to civil servant recruitment. In all kinds of methods, emphatically introduced the steps of document processing technology in the application of civil service recruitment. I hope that through this exposition, the reader can have some inspiration. And it can help our civil service recruitment system in theory and practice to further improve. The final purpose is to improve the overall quality of the contingent of our country civil servants.
