中牟县农村人力资源开发现状调查报告

摘　要

农业、农村和农民问题一直是我国发展过程中一个不容回避的问题，它不仅影响农村经济发展，而且影响整个国民经济增长；不仅关系农村社会进步，而且关系全面建设小康社会目标的实现。然而，我国农村贫困、农业落后和农民贫穷的状况至今未有根本改变。“三农”问题，主要不在于物质资源和资本资源的匮乏，而在于人力资源未能得到有效利用。只有农村丰富的人力资源得到有效开发，9亿农民的文化知识素质和劳动生产技能得到明显提高，才能使人力资源的效能充分发挥出来，进而完成经济建设的重要目标。为加快新农村的建设发展和农村人力资源的合理开发，本研究在深入学习了农村人力资源开发理论的基础上，选取了郑州市中牟县进行调查，并结合当地的实际情况对调查结果进行了全面的研究和分析，针对存在的问题提出了一系列切实可行的措施，希望能对当地的人力资源开发工作有所帮助。

Abstract

Problems about agriculture,ruralareas and peasantry are always inevitable in the development of our country,for the problems not only can influence the increase of economy but also have relation to keeping our society progress.However,the problems have not decided completely until now and the main reason is not the lack of material resource and capital resource but the unreasonable development of human resource.As long as rural human resource is developed effectively and the ability of farmers improve apparently,the aim of rurality economy development will obtain.To accelerate the developmemt of countryside and exploitation of Rural Human Resource, this article has investigated Zhongmu county in Henan province.Based on previous research findings and practical survey research,this paper explore the countermeasures for the present status which hoped to have some help.
