我国西部地区利用外商直接投资存在的问题及对策研究

ABSTRACT

Since the implementation of the Reform and Opening up policy, due to the unbalanced introduction of FDI (foreign direct investment), unbalanced economic development among various industries, urban and rural areas have been exacerbated. To achieve the goal of harmonious development of society and enhance China's overall economic competitiveness, China has implemented the Western Development Strategy. The development and construction of China’s western region needs huge amount of capital investment. Hence, how to actively and effectively absorb and utilize FDI has become an important issue during a time of limited national direct investment and insufficient locally-raised capital. The Chinese government has put forward the idea of building up a harmonious society and establishing the view of scientific development, stressing comprehensive, concerted, and sustainable growth and people-oriented tactics, which provides guidelines in developing China’s western region as well as in utilizing FDI.
The purpose of this paper is to analyze the existing problems in utilizing FDI since the implementation of the Western Development Strategy. Taking international, domestic and regional conditions into consideration, this paper probes the feasibility of FDI utilization and the concerning issues. On the basis of the above discussion, countermeasures to FDI utilization in China’s western region are worked out.
In short, combined the current international and domestic economic climate with the present situation of FDI utilization in the west, this paper discusses how to make better use of FDI in China’s western region.

摘  要

改革开放以来，由于引进外商直接投资的非均衡分布而加剧了我国各产业之间、城乡之间、各区域之间的经济非均衡发展。为实现社会和谐发展，增强我国整体经济竞争力，我国实施了西部大开发战略。西部地区的开发建设需要大量的资金投入。在当前国家直接投资有限，西部地区本身资本形成困难的情况下，积极、合理、有效的利用外商直接投资，成为西部大开发的一个重要思路。我国政府明确提出了“构建和谐社会，树立全面、协调、可持续发展的科学发展观”的要求，为我国西部大开发及西部利用外商直接投资提供了新的要求和理论指导。
本论文以科学发展观为指导，分析了自西部大开发战略实施以来，中国西部地区利用外商直接投资存在的问题，从国际、国内和西部自身的区位优势、劣势探讨了西部地区利用外商直接投资的可行性和应考虑的几个问题。在此基础上，提出了西部地区利用外商直接投资战略的对策和建议。
总之，本人结合目前国内外经济环境以及西部地区现阶段利用外商直接投资的情况，对西部地区如何更好地利用外商直接投资问题进行了探讨。
