论政府在推进农村社会养老保险中的责任

内容摘要：随着我国经济体制转轨的推进和现代化进程的加快，农村社会养老问题日益突出，农民养老难问题可能成为社会动荡的导火索，直接影响着我国经济的可持续发展。政府责任不到位，作用不充分是现行中国农村社会养老保险面临困境的症结所在。本文通过对政府在农村社会养老保险中承担责任的必要性分析，以及实践中由于政府责任缺失导致问题的反思，找出农村社会养老保险实施中政府责任缺失的原因，提出要明确政府在农村社会养老保险中的主体地位，推行切实有效的政策措施，完善法律责任、制度设计、财政责任、监管责任和规范责任，提高农民收入水平，建立筹资机制和运营机制，以推动农村社会养老保险制度的健全和完善，切实解决农民后顾之忧，实现和谐社会目标。

On the government in promoting the responsibility of
the rural social endowment insurance
Abstract：With the advance of China's economic transition and accelerated process of modernization, the rural social endowment is increasingly prominent, the farmers' pension problem may be the fuse of social unrest, a direct impact on the sustainable development of China's economy. Government responsibility is not in place, the role of inadequate is the crux of the predicament facing the current Chinese rural social pension insurance. This article by the analysis of the necessity of government responsibility in the rural social pension insurance, as well as the reflection of the practice causing the problem due to lack of government responsibility to identify the reasons for rural social pension insurance to the implementation of the lack of government responsibility, the Government proposes to clear rural society-dominant position in the old-age insurance, the implementation of effective policies and measures to improve the legal responsibility, system design, financial responsibility, regulatory responsibilities and normative responsibilities, increase farmers' income level, funding mechanisms and operational mechanisms to promote rural social endowment insurance system-improve and perfect, and earnestly solve the worries of farmers, to achieve a harmonious social objectives.
