论环境污染风险管理模式选择

内容摘要：工业化进程带来高速经济发展的同时,也伴随严峻的环境风险挑战。为应对环境污染风险的挑战，合理的运用风险管理模式是必然要求。本文首先分析了国内外的环境污染风险管理模式概况，了解到国外环境污染风险管理模式的曲折发展过程，得出了预防为主，防治结合，积极发展环境责任保险是其未来趋势的结论。其次分析了各种环境污染风险管理模式的优缺点以及当前在国内实行的状况，得出环境责任保险优点多，前景广阔，是未来环境污染风险管理模式主体。从我国的环境污染风险管理模式的现状，得出我国要大力发展环境责任保险，同时发挥其他管理模式的优点，协调好各种管理模式，共同为我国环境保护事业和社会经济发展做贡献。

Abstract：Industrialization brings high speed economic development and at the same time, also with severe environmental risk challenge. To cope with the challenge of environmental pollution risk, reasonable use of risk management mode is the inevitable requirement. This paper first analyzes the environment pollution risk management of the domestic and foreign general mode, and know foreign environment pollution risk management mode and the development process, and draw the conclusion that prevention, prevention &treatment combination, the positive development of environmental liability insurance is the future trend of the conclusion. Secondly analyzes the various environmental pollution risk management mode and the advantages and disadvantages of the situation in China, and concludes that the environmental liability insurance more advantages and broad prospects, that is the environmental pollution risk management mode subject. From China's environmental pollution risk management mode, the current situation of draw of our country to develop environmental liability insurance, at the same time, other management mode of play advantage, to coordinate the various management mode, common in China for environmental protection enterprises and social economic development contribution to make.
