陕西省农村社会养老保险问题研究

养老问题一直是备受关注的问题,由于人口老龄化的加剧、农村土地的流失、计划生育等原因，农村社会养老保险问题尤为重要。要解决农村居民的养老问题,客观上要求建立健全一个与农村经济发展与社会进步相适应的农村养老保险制度。基于这种思想，本文以陕西省为例，从陕西省农村社会养老保险制度的现状入手，指出目前陕西省农村社会养老保险存在的三大问题：农村社会养老有效需求不足、农村养老保险供给主体不足,养老保险供给低效、农村养老保险基金管理还存在不少问题。由此引出陕西省推行新型农村社会养老保险的必要性，从近几年宝鸡新农保试点的情况看，归纳出新农保在陕西省推行的可行性及发展趋势。

Abstract

Endowment is always the problem of concern, because the aging of the population, rural land erosion, family planning, rural society endowment insurance is much more important. To solve the problem of rural residents, and establish an objective requirement of rural economic development and social progress ADAPTS to the system of rural endowment insurance. Based on this, the paper takes shaanxi province as an example, from shaanxi rural society endowment insurance system, points out the present status of the shaanxi rural society endowment insurance is an existing three problems: rural society endowment insufficient effective demand and supply shortage of rural endowment insurance of endowment insurance, the supply of rural endowment insurance fund is low, the management also exist some problems. From shaanxi to implement the new rural society endowment insurance, the necessity of the new farmers in baoji from pilot,Induction of a new farmer's insurance in Shaanxi Province and the development trend of the feasibility of implementing.
