论我国新型农村社会养老保险制度的完善

我国既是一个农业大国，又是一个人口大国。随着市场经济的发展，当前，我国农村的基本社会、经济结构正发生着巨大的变化。农村生产要素由农业向非农产业流动，农村青壮年劳动力向城镇的转移不断加快，农村老人群体占的比重越来越大。再加上随着计划生育政策推行，家庭结构的变化，农民家庭规模下降，这一切又都使得传统的家庭养老功能弱化。而农村的现代化和稳定需要有完善的社会保障制度的支持市场化改革的推进，农村养老保险制度的改革和完善养，对于建立社会主义市场经济体制，促进改革、发展和社会稳定都具有十分重要的意义。
在此国情下，着眼于对我国现行农村人口、经济等方面发展现状并结合当下我国农村养老保险的基本制度进行分析，同时借鉴国外农村养老保险相关制度与立法情况，探讨我国农村养老保险制度的构建与完善。着重从我国农村养老保险基金的筹资方式、管理模式、运营机制、统筹层级、保障水平和覆盖面，保险立法等方面着手分析探讨。

On the new rural social endowment insurance system improvement
Abstract：China is a large agricultural country, it is a country with a large population.With the development of market economy, current, our country rural basic social, economic structure is undergoing tremendous changes.Rural factor of production from agriculture to non-agriculture industries flow, the young rural labor shift to city is accelerated ceaselessly, the rural elderly population increasing.Coupled with the family planning policy carry out, the change of family structure, farmer declining family size, all of this makes the traditional family pension function weakening.And rural modernization and stability need to have a perfect social security system to support the advancement of market reform, the rural old-age insurance system reform and perfect the raise, to building system of socialist market economy, stimulative reform, development and social stability to have very important sense.
In this condition, focusing on China's current rural population, economy and other aspects of the development and combined with the current situation of rural pension insurance in China's basic system, while foreign rural old-age insurance system and the legislative situation, discuss our country countryside old-age insurance system's construction and perfection.Focusing on China's rural old-age insurance fund financing, management mode, operation mechanism, overall level, security level and coverage, insurance legislation analysis.
