大学生医疗保险模式现存问题与对策研究

摘　要

在人们传统观念里，大学生正值青春年少，身体健康，发病机率小。但近几年来，大学生中疾病及意外伤亡的情况呈逐年上升的趋势。而目前我国高校学生享受的公费医疗制度，不仅普通疾病治疗水平较低，重大重病和意外伤害更是无力保险。1994年“两江”医改试点时，有关部门提出了大学生医疗保险问题，因事关全国而被搁置。高校原有的以公费医疗为主的保险体制已经严重失调，已不能适应形势需要，亟需找到出路。
本文以大学生医疗保险的现存问题与对策研究为话题，首先交代了我国现有的大学生医疗保险模式。大学生医疗保险现有模式存在以下几方面问题：高校的公费医疗无能为力；公费医疗与学生团体险相结合存在局限；商业保险势单力薄；爱心捐赠只能是杯水车薪。参考国外在大学生医疗保险模式方面做得比较好的地方，针对以上问题，本文提出公费医疗保险模式必须改革、公费医疗与学生团体险相结合模式必须改进、商业保险模式和社会保险模式都必须完善。

Abstract

In people's traditional view, the young college students is always physically healthy and do not have the incidence of small probability. However, in recent years, the disease and accident victims which happen in the college students is an upward trend year after year. In   the public health care system, not only the treatment of common diseases is a lower level, but a major illness and accidental injury is the inability to insurance. In 1994, "two rivers" pilot medical reform was raised, the relevant departments of the college students was raised in the issue of medical insurance meanwhile, but it was shelved due to a bearing. Colleges and universities to the existing public health insurance system has been mainly of a serious imbalance, the situation can no longer meet the needs of an urgent need to find a way out.
    In this paper, I write with the topic of “the Existing Problems and Countermeasures in the College Students’ Health Insurance”, first of all, I give an account of China's existing medical insurance model of university students. Existing mode of college students medical insurance aspects of the existence of the following: College of public health services could do nothing about it; public health services and student groups to combine the existence of the limitations of risk; weak commercial insurance; love donation can only be a drop in the bucket. Reference to overseas medical insurance model in the college has done a better place, for the above problem, this paper model of public medical insurance must be reformed, and public health services and student groups to combine the risk model must be improved, commercial insurance and social insurance model must be perfect .
