社会保障基金投资问题研究
摘 要
社会保障基金投资是实现社会保障基金保值增值的重要手段，然而当前我国的社会保障基金投资面临着诸多深层次的矛盾和困难：金融市场的不成熟，限制了我国社会保障基金投资运营；社会保障基金投资工具和投资方式单一，投资结构不合理，投资收益率低，基金的保值增值难度大等等。那么，如何解决上述问题，安全度过21世纪30年代的社会保障基金支付高峰，就显得日益迫切。本文首先对当前我国的社会保障基金投资存在的问题进行了分析，然后从社会保障基金的投资营运模式、投资工具、投资收益、投资监管等方面介绍了几个典型国家的基金投资运营的经验，并结合我国现有的制度模式，总结了国外社会保障基金投资运营对我国社会保障基金投资运营的启示。最后，对解决我国社会保障基金投资问题的对策进行了探讨，提出了规范金融市场，拓宽社会保障基金的投资渠道，构建和谐稳定的投资运营环境，积极有效地开展投资组合、实施多元化投资战略，完善我国社会保障基金投资运营监管体系及其配套措施等对策。

Abstract
The social security fund investment is to realize the value of social security funds, but the important means of China's social security fund investment is facing many difficulties and contradictions: the deep money market in China is not perfect, limiting the operation of social security fund investment, the social security fund investment tools and mode are in a single structure unreasonable, low rate of investment fund and the fund of the value is difficult, etc. So, how to solve these problems, safely get through the 21st century social security fund pays peak, seems to be increasingly urgent. Based on the current social security fund investment, existing problems were analyzed, and then from the social security fund investment operation mode, the investment tools, investment yield and investment supervision, this paper introduces several typical national fund investment operation experience, combined with the existing system, summaries of the social security fund investment in overseas use enlighten China's social security fund investment operation. Finally, to solve the problem of social security fund investment, this paper probes into the countermeasures proposed increasing financing: to standardize the money market, to broaden the sources of social security fund investment, to construct the harmonious and stable environment, to operate to develop and implement diversified portfolio investment strategy positively and effectively, perfecting the supporting measures of social security fund investment operation regulation system.
