全面二胎政策下中小饭店用工策略的优化研究
本文分析了用工策略的相关研究并且分析了全面二胎政策给企业用工带来的一系列挑战，发现其挑战主要集中在法律风险和企业用工成本两个方面。法律风险方面的挑战即，全面二胎政策的实行和其带来的产假制度、婚假制度的调整将会加剧企业用工的法律风险，尤其是在“三期”女职工的用工方面，而且这种法律风险将会是双重的，女职工及其配偶的工作质量、效率都会大打折扣并且进一步会给企业带来更多的劳动纠纷问题。企业用工成本的挑战即，首先，全面二胎政策的实行给用人单位或企业的人事管理工作带来了更大的挑战，企业人力资源的管理成本将会大大地提高；其次，全面二胎政策的实行将会推动企业直接的用工成本的增加；再次，全面二胎政策的实行在短时间内势必会使用人单位或企业的“用工荒”状态进一步恶化，并且这种效应集中表现于劳动密集型的产业部门或行业，尤以服务行业为甚。同时，本文针对全面二胎政策的挑战,为中小饭店提出了用工策略优化思路。

Abstract
This paper analyzes the related research of the recruitment strategy and analyzes the comprehensive two-child policy brings to the enterprise employee, a series of challenges, found that the challenges are mainly concentrated in two aspects of the legal risks and enterprise labor costs. Legal risk challenge that brought by the practice of comprehensive two-child policy and the systems of maternity leave, marriage leave adjustment will raise the legal risk of enterprise employee, especially in "3 period" female worker labor, will be double and the legal risk, female workers and their spouses work quality and efficiency will be discounted and further can bring more labor dispute. The challenge of enterprise labor costs, say,First of all, the practice of comprehensive two-child policy to unit of choose and employ persons or corporate personnel management work is a further challenge, the enterprise human resources management cost would be greatly improved; Secondly, the practice of comprehensive two-child policy will be beneficial to the enterprise directly increased labor costs; Again, comprehensive the implementation of the second child in a short period of time is bound to user unit or enterprise "labor shortage" condition worsen, and the effect is concentrated in labor-intensive sectors or industries, especially in the service industry. At the same time, this paper comprehensively two-child policy challenge for small and medium-sized hotel recruitment strategy change ways are put forward.
