廉租保障房制度建设问题研究---基于对西安市部分城区的调查

租赁型保障房制度是保障低收入群体住房问题的一项民生制度，对于保障公民基本权利、实现社会稳定、调节收入分配、促进社会公平具有重要作用。本论文通过西安市城区廉租保障房建设及实施情况进行调查，分析到其主要存在保障门槛高、保障范围窄、房源供给短缺、基础设施落后、行政效率低下、监管不到位、房屋置换较难等问题。其产生的主要原因在于户籍制度没有实质性的放开，政策出台落实通达性差，政府职能缺位等。为此，应合理调整廉租房的保障范围，加大覆盖面，拓宽供给渠道，完善基础设施和房屋置换制度，加强对廉租保障房建设运行的监督与管理。

Study on the construction of low rent housing system
---Based on the investigation of some urban areas in Xi'an City

Abstract

Rental housing security system is the security of the housing problem of the low-income groups a livelihood system, to protect the basic rights of citizens, social stability, adjusting income distribution, promote social equity and has an important role. In this paper through the Xi'an City low-cost rent affordable housing construction and implementation to investigate, analysis to the main high security threshold, narrow the scope of protection, shortage of housing supply, poor infrastructure, low administrative efficiency, regulation is not in place, replacement housing difficult problem. Its main reason lies in substantially liberalized, policies to implement accessibility is poor, such as lack of government functions. Therefore, we should rationally adjust the without household registration system Low rent housing guarantee scope, increase coverage, broaden the supply channels, improve infrastructure and housing replacement system, to strengthen the supervision and management of low rent housing construction operation.
