四川省农地流转问题研究
中国农地流转问题，最早出现在20世纪80年代中期，是由农民自发形成的。个别农民因从事非农产业，将承包地弃耕、抛荒，另外一些农民希望扩大农业生产规模，产生对土地的需求，土地流转在双方之间便形成自发流转。因此，农地流转这一现象的出现是与我国实行的农村土地制度本身密不可分的，也即农村实行家庭联产承包责任制为农地流转提供了制度基础。实践证明，各种农地流转形式不仅可以提高资源利用效率，更有利于形成农业生产的规模经营。但是，在农地流转中也遇到了许多亟待解决的问题，这些问题成为农地流转顺利进行的巨大障碍。因此，在“十二五”深化农村土地综合改革建设阶段，应遵循自愿原则，规范农村土地流转形式，切实加强对农地流转工作的引导，建立健全的流转管理机制。然而，多年来，四川省农村土地流转中存在的问题已成为推进四川农村土地使用制度改革、建立和完善土地市场面临的瓶颈。研究规范四川农村土地流转不仅可以有效的防止土地闲置、抛荒，提高土地利用效率，优化土地资源的配置；更能促进农业结构调整，增加农民收入，推动农村经济的发展。为此，本文在实地调查和查阅大量文献资料的基础上，对四川省农地流转进行了专题研究。

ABSTRACT
China's rural land circulation problems, first appeared in the mid 1980s, and was spontaneously formed by the farmers. Some farmers abandon contracted land because of engaging in non-agricultural industries; some other farmers hope to expand the scale of agricultural production, resulting in the demand for land, the land transfer between the two parties will form a spontaneous circulation. Therefore, the phenomenon of land transfer and the implementation of our rural land system itself are inseparable, that is to say, the rural household contract responsibility system provides the institutional basis for transfer of agricultural land. Practice has proved that the circulation in the form of a variety of agricultural land can not only improve the efficiency of resource use, but also be conducive to the formation of the scale of operation of the agricultural production. However, there are many problems to be solved during the thansfer, which become a huge obstacle to the smooth conduct of transfer of agricultural land. Therefore, in the "12th Five-Year" deepen the construction phase of the comprehensive reform of rural land should follow the principle of voluntariness, regulate rural land circulation in the form, guide and strengthen the transfer of agricultural land to establish a sound flow management mechanism. However, over the years, the problems of rural land circulation in the Sichuan Province has become the bottleneck to promoting Sichuan rural land use system reforming, establishing and improving the land market. Standardization of Sichuan rural land transfer not only can effectively prevent the land idle, improve land use efficiency, optimize the allocation of land resources, but also promote agricultural restructuring, increase farmers' income, promote the development of the rural economy. Therefore, this paper is on the basis field investigation and consulting a large number of documents, and finally undertook a special subject study of agricultural land transfer in Sichuan Province.
