论中国养老保险制度的完善
国家重视社会养老保险的发展，建立于建国之初的中国社会基本养老保险制度经历了多次改革，现初步形成比较稳定的多层次结构，在一定的时期内发挥着保障退休人员生活的积极作用。但是，该制度是在计划经济的背景下建立的，而中国实行的是社会主义市场经济，加上我国60岁以上的人口剧增，备受人口老龄化的压力，双方的碰撞产生出的矛盾亟待解决，如收入分配不公平、并轨制进程缓慢等问题严重制约了养老保险制度的完善，遭到社会各界的批评，如何使得养老保险制度向好的方向发展迫在眉睫的事情，本文力求在在养老保险制度现有的理论基础和实践经验的前提上，借鉴学者们宝贵意见以及国际上优秀的经验，对中国养老保险制度做的各方面做了简明分析，并结合中国国情提出解决方法。
本文先从养老保险制度的理论知识做了详细的分析，结合中国养老保险的现状，分成三部分对中国养老保险及相关问题进行研究，内容如下：第一部分主要是养老保险的理论知识，对养老保险的概念、坚持的原则进行阐述，并论述了养老保险制度存在的作用和意义；第二部分，社会养老保险的种类以及进程做了简单说明；第三部分，总结了我国养老保险遇到的难点，结合国家政策、学者的建议和国外经验，提出了相应对策。

The Improvement of Chinese Pension Insurance System
Abstract
Our country pays attention to the development of the social pension insurance, Chinese social basic pension insurance system has reformed several times from when our country founded, and take shape of a stable multi-level structure now, it plays a positive role on ensuring the lives of the retired. Although China is a socialist market economy, the system was built base on planned economy, with the population of retired is increasing, it has criticized because some problems such as distributing the income unfairly and the merger made slow progress hamper the improvement of the pension system seriously, it is imminent that developing the pension system in the right direction, according to the theoretical basis and practical experience of the pension system, and refer to advice of the scholar and the good experience in the world, this paper would do some analysis in all direction of Chinese pension system, and find out the solution with Chinese national conditions.
This paper begins with theoretical knowledge of the pension system and has done a detailed analysis, and according to the current situation of Chinese endowment insurance, there are three parts to discuss the Chinese pension insurance and related issues. The first part mainly discusses the theoretical knowledge of the endowment insurance, introducing the concept and the principles of insisting of the pension insurance, discussing the role and significance of the existence of the pension system; the second part, introducing the types and processes of the basic pension insurance; the third part summarizes the difficulties encountered by our pension, and put forward the countermeasures with national policy, scholar’s advice and foreign experience.
