农村“三权分置”改革研究

 土地问题是农村改革的重要之处，由于越来越多的农村人口进入城市，城镇化得到提高。对此就出现了农地的改革，也就是“三权分置”的承包权、经营权和所有权的改革，也即在总结了我国农村土地改革的经验和农村现在的需要以及未来的发展做出的重大决策，就是为了促进农业的进步。从后来的政策和实践来看，“三权分置”已经是农村土地制度改革的重点。本文第一部分介绍了农村三权分置的研究背景和意义以及研究现状，同时大致描述了研究的方法。第二部分分析了三种权利的确定以及内容，客观地分析这三种权利之间的关系，为后面的论述打下基础。第三部分分析了农村三权分置在实践中存在的若干问题，同时针对这些问题提出了完善的方法。

Study on the reform of the three rights division in rural areas

Abstract: The rural land problem is the core of the rural reform. With the large number of rural population entering the city, the urbanization continues to evolve. In this case for the reform of the rural land, the implementation of rural land ownership, contract rights and management rights "Three Rights Separation" reform, namely in the summary of rural land reform in China's rural experience and the needs of the present and future development of the major decisions, in order to improve the rural the productive forces, promote the development of rural areas. With the subsequent policies and various practices, the "three rights division" has been the key to the reform of the rural land system. In the first part of this paper, the research background, significance and research status of the three rights division in rural areas are expounded, and the research methods are briefly introduced. The second part analyses the determination and content of the three rights, and analyzes the relationship between the three rights objectively, which lays the foundation for the later discussion. The third part analyzes the problems existing in the rural three right division in practice, and puts forward a perfect method for these problems. The last is to further deepen the reform of the three rights division, and continue to study and explore it.
