建立和完善农村医疗保险制度是中国医疗卫生改革的重要组成部分，
它对促进农村经济的发展、提高农民的健康水平、维护社会稳定具有十分深远的意义。但有些问题依然比较突出，城乡之间医疗保健资源分配不均，卫生资源配置不合理，农村医疗缺少保险立法和监管制度不完善等等。为此应做到：加大政府政策倾斜力度；建立新型合作医疗制度；建立农村医疗保险基金筹集机制；注意防范医方和患方的道德风险；建立解决农村医疗人才缺乏的长效机制等。

Abstract
The establishment and improvement of village medical insurance is the importance part in the Chinese medical treatment reform. It has very profound meaning for promoting economic development of village,raising the healthy level of the farmer and supporting the society stability.But there are still some obvious problem. For example, the gap between country and town is getting wider and wider in the medical resource. There are little insurance legislation in our village and regulation system is faultiness. So, we should let government give more attention to our village, set up new village cooperation medical treatment and village medical insurance money raising system, keep doctor and patient’s moral venture away ,set up a long effect system to solve the problem of lack of medical people in our village. Etc.
