医疗保险中的道德风险是一个无法回避的问题。
道德风险使医疗费用快速不合理地增长，过度消耗有限资源，给社会造成了极大的浪费。本文对我国医疗保险及其表现，道德风险产生的原因，医疗保险制度、医疗卫生体制等方面进行了论述，分析了医疗保险中道德风险的约束机制和防范措施，对当前医疗保险进行制度上的改革与完善方面提出一点建议。

Abstract
China is a big agricultural country, agriculture in national economic development account for a large proportion of agriculture as a basic industry is facing great risk. Although the agricultural insurance in China achieved a certain development, but still there are many factors restricting agricultural insurance, agricultural insurance, this article from the concept and characteristics, analyzes the development of China's agricultural insurance problems, and from the guarantor, insurance people, three aspects of the Government to analyze the reasons, then the above three aspects corresponding countermeasures.
