市建设工程招投标代理现状及对策研究摘要随着招投标制度在我国的不断完善和发展，建设工程招标代理机构在我国得到了蓬勃的发展。招标代理作为建设工程咨询领域重要的组成部分，对节省成本，规范市场，推动我国建设工程咨询行业发展有着举足轻重的作用。但由于我国招标行业起步较晚，各地代理机构发展不均衡、运行不规范等，使得各种违法现象屡屡出现。本文运用调查方法，力图在客观分析遵义市建设工程招标代理发展现状和问题的基础上，从监管制度及企业自身方面提出规范和促进招标代理行业发展的策略和方法。主要研究工作和成果如下：（1）简述招标代理机构发展现状及本文的主要研究方法。（2）简述遵义市招标代理的现状，通过考察及问卷调查，对遵义市招标代理行业的主要业务、现行法律法规、单位数量、人员资质、取费情况等进行分析。（3）简述遵义市招标代理行业存在的问题，根据调查资料，对法律法规、业主、投标单位以及自身存在的问题进行分析。（4）针对第四部分中提出的问题，提出六点建议：一是建立、健全招标行业相关法律法规，确保其执行力度；二是建立建设工程网上备案，实现统一的招标电子信息公开；三是规范招标代理市场准入制度，净化招标代理市场；四是提高招标代理从业人员的素质；五是对不合理的法律法规要进行修改；六是逐步推行“BT”式招标。（5）对全文进行总结，提出结论。

Study on the Present Situation and Countermeasure of Tendering Agency for Construction Projects in Zunyi
ABSTRACT
Along with incurs the bid system to consummate unceasingly in our country and to develop, construction bidding agencies in China have been booming. Bidding agencies, as an integral part of consulting system in construction area, have played a decisive role in saving cost, regulating the market, and promoting construction consulting industry in China. However, all types of illegal affaires often happens due to unbalanced development and non-standard operation of bidding agencies as well as relatively late start of bidding industry.
Based on objective analysis of current situation and problems of construction engineering bidding agencies in Zunyi City, the literature research and survey methods are used in this paper to put forward the method and strategy on how to regulate and boost bidding agency industry from regulatory system and the industry itself. The main research work and results are as follows:
(1) Brief introductions to definitions of the bidding agencies and the principal methods of this paper.
(2) Summary of the status quo of Zunyi City's bidding agencies; analysis of main business, the existing laws and regulations, the number of agencies, Staff qualifications and fee in Zunyi City's agencies industry through investigation and questionnaire survey.
(3) Briefly description of existing problems in the bidding agents in Zunyi City; the analysis of the laws and regulations, the owners, bidding agents and their own problems according to survey data.
(4) Six proposals are advised for the issues in the forth part: firstly, establish and improve relevant laws and regulations in bidding industry to ensure its implementation; secondly, establish construction engineering on-line registration to achieve a unified information disclosure of electronic bidding; thirdly, standardize the market access system for the bidding agent and clean bidding agencies market; fourthly, improve quality of agents
employee; fifthly, revise unreasonable laws and regulations; sixthly, gradually introduce "BT" type bidding.
(5) Summary of the paper leads to the conclusions.
