随着我国工程造价从传统的定额计价方式逐步向国际上通行的工程量清单计价模式的转变，工程造价体系改革的逐步深入对于规范工程招投标中的发、承包计价行为起到了重要作用，为使我国工程造价工作逐渐改变过去以固定“量”“价”“费”定额为主的静态管理模式，过度到以工程定额为指导、市场形成价格为主的工程造价动态管理体制奠定基础。湘江名城工程采用清单计价编制，招标人遵照《计价规范》强制性规定的“四统一”及相关法定技术标准，对拟建工程的基础及地下室工程分部分项工项目、措施项目、其他项目计算的实物工程量编制的，以表达对工程招标目的的要求和利益期望的、细密完整的和约束双方计价行为的一套工程明细表。
