我国出口信用保险的发展模式探析

摘  要

出口信用保险作为政策性金融工具，在企业出口或对外投资的过程中发挥了重要的作用。不仅帮助企业防范收汇风险、捕捉贸易机会、提高在国际市场上的竞争力，同时有利于出口企业获得融资便利，缓解“走出去”中所面临的巨大融资压力。随着我国国际贸易的快速发展，我国出口信用保险也取得了跨越进步，但仍不能跟上出口贸易的发展步伐，与世界同行业相比还有巨大差距。
本论文充分收集与应用国内外二手文献数据，主要运用分析、比较的方法，对我国出口信用保险的现状及国外成功的经营模式进行了客观的分析，通过分析得出，我国出口信用保险开办20余年来取得了长足的发展，促进了外贸出口的增长，但是还存在需求、供给以及法律保障等方面问题。最后从宏观和微观的角度提出了相应的建议，政府、出口信用保险机构、各商会、各行业协会等部门应完善相关体制，相互配合，共同促进我国出口信用保险的进一步发展。

ABSTRACT

As the policy financial tool,Export credit insurance plays a very important role in the process of export or foreign investment.It not only help enterprises to prevent the risk of collection,capture the opportunities of trade,improve the competitive power in the international market,but also help enterprises to get the convenience of financing,remit the huge financing pressure of " going out ".As the rapid developing of international trade,our export credit insurance has got great progress,however,it still can't follow the step of exporting,there are a huge gap between our country's export credit insurance and the same industry around the world.
The paper fully collects and applies domestic and foreign second-hand literature data,mainly by analysis and compare.objectively analysises the current situation of Chinese export credit insurance and those successful foreign business model.By analysising,the article get the points that our country’s export credit insurance has got significant development during the past 20 years,it has promoted the increase of exporting,but there are still some problems of supply and law security.At last,putting forward relative policy suggestions from the macroscopic view and the microcosmic view.The government、export credit insurance institution and those Chamber of commerces、industries associations should perfect the system construction,cooperate with each other,jointly promote the development of Chinese export credit insurance.
