建设项目大气环境影响评价研究——以某新建厂为例
摘  要
随着工业及交通运输等事业的迅速发展,大气污染日趋严重。大量的有害物质进入大气,对人体、动植物等都产生了不良影响。大气环境影响评价是化工类项目实施中十分重要的步骤。本文以中石油某乙烯技术改造工程为例,从源头上遏制项目的大气污染,使不利的大气环境影响消除或降低到合理的、可接受的水平。在项目筹建初期,对可能造成大气环境危害的因素进行分析,确定大气环境的影响程度与范围。论文调查了中石油某乙烯技术改造工程的建设概况,对区域环境空气概况进行了系统的监测与评价,对项目建设过程中造成的大气环境影响进行了预测与评价。评价结果显示:评价区域内环境空气质量良好,污染物监测指标全部符合相应标准要求;项目如能落实各项环保措施,保证各项环保设施正常运行,从大气环境保护角度论证,项目建设可行。同时还提出了项目在环保措施、管理制度以及项目规划方面的建议。

Abstract
As the development of industry and transportation rapidly, the air pollution level is more and more serious. A large number of harmful substances discharged into the atmosphere, they have a negative impact on the human’s body, plants, animals etc. The atmospheric environmental impact assessment is a very important step in chemical projects. In this paper, an ethylene technical transformation project of China Petroleum had been evaluated, we want to curb air pollution of the project from the sources, and eliminate the adverse environmental impact or reduce the impact to a reasonable and acceptable level. In the period of construction projects’ initial preparation, the analysis of the factors which may be harmful on the atmospheric environment had be conducted, and determined the level and scope of its impact to atmospheric environment. In this paper, we investigated the overview of the ethylene technological transformation project of China Petroleum, monitored and evaluated the profile of regional environmental air, then predicted and assessed its impact to atmospheric environment in the process of the constructoin. The assessment results showed that air quality of evaluated region is good, and the monitoring indicators of the pollutant are all meet the relevant standards. If the environmental protection measures can be implied in the project, and ensure the normal operation of the environmental protection facilities, from the view of atmospheric environmental point, this project is feasible. Meanwhile, several advices on environmental protection measures, management systems and project planning were proposed of the project.
