政府行政成本理念初探
【摘要】 行政成本问题是现代政府成本中的重要问题，目前我国政府行政成本问题严峻，究其原因是由于行政成本理念的缺失。本文着重对从政府成本及政府行政成本的概念出发进行分析，更为深入地阐述对行政成本的理解，然后剖析了行政成本理念的内涵，并针对政府行政成本理念缺失进行原因分析，得出从理念入手控制行政成本是具有可操作性的结论。从而在意识及行为措施两个理论层面基础上提出了行政成本理念的基本构建，为解决的行政成本问题创造了理论基础。

Administrative cost of the Government
【Abstract】The administrative cost problem is the important problem of the modern government cost. Currently, our country’s administrative cost problem is serious. That is because of the lack of the notion of administrative cost. This text emphasizes to analysis the concept of government cost and administrative cost in order to elaborate the comprehension toward the administrative cost more thoroughly and analyse the content of the notion of the administrative cost. That’s why the government is lack of the notion of administration cost. So it makes the controlling of administrative cost become possible. This text tries to set up the basic viewpoint of the notion of administrative cost from the theories and behavior aspects, putting forward a new notion of administrative cost.
