摘要:随着城乡一体化进程加快,目前农村宅基地流转还存在着诸多弊端,本文主要从针对农村宅基地流转目前存在的问题提出如何建立农村宅基地有期限有偿使用,针对普遍存在的宅基地隐形交易市场与农民的融资困境提出如何建立农村宅基地流转市场以及针对农村宅基地登记存在的争议提出如何建立农村宅基地法定登记制度这三个方面着手进行分析,阐述了我国农村宅基地流转应因地制宜,有条不紊,循序渐进,并且在宅基地流转过程中应当切实保护农民的合法权益,做到农民的利益与国家的利益协调发展。

Abstract:With the urban and rural areas to speed up the integration process, the current flow of the rural residence land there are many drawbacks, the paper mainly for rural residence land from circulation problems existing in rural areas how to set up compensation for the use of limited duration residence land, the residence land for the prevalence of stealth exchange market and the plight of farmers on how to finance the establishment of rural markets as well as the transfer of residence land home stead in rural areas to register for the existence of the dispute on how to establish a statutory registration system for the rural residence land of the three-pronged analysis of the flow of China's rural residence land should be in line with local conditions in an orderly, step-by-step, and flow in the process of house sites should effectively protect the legitimate rights and interests of farmers so that the interests of farmers and the coordinated development of national interests.
