本文简述了非营利组织的历史渊源并评析了中国非营利组织在环境发展中的作用现状，从哥本哈根世界气候大会出发，对各国家之间解决世界性问题的责任共担产生了极大困惑。在此基础上，浅述了对解决责任共担问题的一些个人建议。

Abstract:This article tell the history of the non-profit organizations,analysis the non-profit organizations’s function in environmental development,on the besis of the United Nations Framework Convention on Climate Change， that sharing the responsibinity to resolve the world question is hard.At the last,I give some of my suggest.

非营利组织，作为一种新兴的有别于政府与企业的新兴社会力量，正在发挥着越来越重要的作用，这不仅表现在对一国国内问题的解决上，同时也表现在对国际问题的处理上。中国，作为一个有着广袤土地和众多人口的最大的社会主义国家，其非营利组织的作用也越来越不可低估。而现在，人类在享受经济高速增长带来的成果的同时，不可避免地要面对环境受到破坏而带来的威胁。而面对这一威胁，因问题的涉及面之广与经费的付出数额之高，使得任何一个国家均无力承担。因而，为保证人类的生存与可持续发展，在解决全球问题时，责任共担成了我们可以作出的唯一选择。
