村和谐发展是整个社会和谐发展的基础。没有农村的稳定和发展就不可能有整个社会的稳定和发展；
所以，和谐有序、稳定发展、健康繁荣的农村社会是构建社会主义和谐社会的应有之义。实践证明，和谐农村的构建必须借助于村规民约的推动与保障，如果村规民约完善合理且运行有效，村民就能和睦相处，社会关系就能和谐顺畅；反之，各种社会关系必然扭曲动荡。因此，作为基层农村社会关系的“调节器”的村规民约，在构建和谐社会的进程中居于重要地位，起着关键作用。

The Analyse and Design of Rural Rules in a Harmony Society
Abstract: The harmonious development in rural areas is the basis for the harmonious development of the whole society.So harmonious and orderly,steady development,healthy and prosperous are the connotation of a harmony socity.Practice has proved that construction of a harmonious rural areas must rely on the promotion and protection of rural rules.If rural rules operate effectively and reasonable, villagers will be able to live in harmony, by contraries,all kinds of social relations will be distorted. Consequently,rural rules play an important part in the process of building a harmonious society.
