科技强国是我国的一项基本国策，在日益激烈的国际竞争中，创新型人才队伍的建设成为人才强国关键。本文根据党的十七大提出的更好的实施人才强国战略的总体要求，着眼于为实现全面建设小康社会奋斗目标提供人才保证，对我国的创新型科技人才使用与管理工作机制进行了战略设计。

The Use and Management of Innovative Talents Working Mechanism of Strategic Design
Abstract: Talent is one of our basic state policies, in the fierce competition in the international talents, innovative technology talented person troop construction as the key talent. In this paper，according to the CPC's better implementation of the overall requirements of talent strategy, providing the talents of our country in order to achieve the comprehensive construction well-off society goal, we design the strategic of the use and management of innovative talents working mechanism to our country.
