耒阳市农村中小学音乐的发展缓慢，最主要受到音乐教师师资缺乏，学校老师不够重视，学生家长们的教育观念等方面的影响，造成了耒阳市农村中小学音乐教育的落后局面。为了能提高耒阳市农村中小学的音乐教育，应增加音乐教师的师资队伍，广泛宣传农村音乐教育的重要性，使音乐教育的作用深入到家长和老师们的脑海中去；为耒阳市农村中小学音乐教育迎来一个崭新的明天。

Abstract
 
Leiyang City, the development of rural primary and secondary school music slowly, mainly by the lack of music teachers of teachers, school teachers not enough attention, parents of students of educational concepts such as the impact, resulting in Leiyang City, a rural primary and secondary school music education backwardness.
