流动人口社会保障问题研究
摘    要

流动人口作为弱势群体的构成部分之一，其社会保障问题已成为构建和谐社会的瓶颈。因此，做好流动人口的社会保障问题，对构建社会主义和谐社会和落实科学发展观具有深远的意义。本文从流动人口的现状以及流动人口在城市里很难享受到最低生活保障跟流动人口的社会保险体系不健全、参保率低、社会福利低的现状出发，针对这些流动人口社会保障中存在的问题，分析流动人口社会保障制度建设中存在的问题及影响流动人口社会保障的因素，找出致使我国流动人口社会保障制度落后的原因，并探讨建立以工伤保险为主配合医疗、养老保险并建立以流动人口为基础的个人社会保障基金账户的社会保障制度以适合我国流动人口的社会保障体系，维护流动人口的权益，改善他们的处境。

Abstract
The floating population as part of vulnerable groups constitutes one of the social security issues has become a bottleneck in building a harmonious society. Therefore， to do the floating population of the social security problem of building a socialist harmonious society and implementing the scientific concept of development has far-reaching significance. In this paper， the status of the floating population as well as the floating population in urban areas it is difficult to enjoy the minimum living with the floating population is not a sound social insurance system， insurance rate is low and the low status of social welfare， the response to these mobile populations that exist in social security problems， analysis of the floating population in the social security system and the impact of the problems the floating population factors to social security， to find out the result of China's floating population in the social security system of the reasons behind， and explore the establishment of work-related injuries with medical insurance， pension insurance and the establishment of population-based mobile personal accounts of social security funds to the social security system suited to China's floating population of the social security system， safeguard the rights and interests of the floating population， improve their situation.
