深圳养犬制度研究
摘要】
随着我国经济的飞速发展，越来越多人加入饲养宠物犬的行列。但是相关法律法规的不完善、相关政策的合法性不够、相应职能部门的执行不力、缺乏宠物饲养指导、部分饲养者素质低下等，导致宠物犬带来越来越多的社会问题，引起了社会各界人士的广泛关注。对于这样的情况，需要完善相关法律法规，构建合理的政策制定集团，让公民充分参与法律法规的制定，给予饲养者必要的指导和限制，以及强化宣传、监督、执行等过程，从而实现人与动物的和谐相处。

The study on the regulations of Shenzhen’s dogs rasing
【Abstract】
With the rapid development of China’s economy, more and more people are joining the ranks of the having pet dogs. But the relevant laws and regulations are imperfect, the legitimacy of the relevant policies not enough, the corresponding functions of the department carry out enforcement actions .And also people are lack of guidance pets, some breeders, such as low quality. All of the above things resulting in more and more pet dogs brought more and more social problems, arising from the social extensive attention from all walks of life. For such cases, it’s necessary to improve the laws and regulations, build a reasonable policy-making group, allow more citizens to participate fully in the formulation of laws and regulations, to give people the necessary guidance and restrictions, as well as strengthen the advocacy, monitoring, implementation process, thus people with the implementation animals live in harmony.
