我国公车改革的困境分析
【摘要】公车改革早已不是新闻，但在近年来却总是公众舆论关注的焦点之一。目前公务用车改革的思路尚不得要领，导致各地先后进行的改革始终无法彻底，这表明现在的公车改革已经陷入一个困局。本文通过对以往的改革历程的总结和分析，从政策方面下手，主要通过政策的变迁模式及政策的制定、执行、监督等过程来对公车改革的过程进行分析研究，并通过借鉴外国相关公车制度的经验，以期有利于我国公车改革的发展。

英文摘要
【Abstract】 The reformation of the civil service car is no news, but it always been one of the concerns in public recent years. There still have no clear plan for the reform, consequently, it turn out to be a dilemma. This thesis probes into the experiences of the past reforms, analysis the mode of policy changes, policy formulation, implementation and monitoring in the aspect of policy. I intend to find out a way to solve this problem and make a progress in the reformation while learning from the foreign country’s service car system.
