摘  要

2009年10月1日,新《保险法》正式生效。在新的《保险法》中,保险资金投资运用的范围被拓宽,允许保险资金投资房地产,一时间关于保险资金投资房地产的话题迅速成为热点。中国保监会对保险资金投资范围的限制一直控制的比较严格,大量的保险资金没有被充分运用,保险资金的收益率一直比较低,这就影响了保险公司的偿付能力。在保险法没有颁布之前,已经有保险公司间接投资房地产,购买自用的办公楼、股票、信托等,希望能够提高保险公司的收益率。那么保险资金投资房地产对中国的房地产有什么影响呢?会影响中国的房价吗?保险资金投资房地产存在哪些风险呢?应该以多大的比例投资房地产呢?保险资金投资房地产对于这个社会的稳定发展做出了哪些贡献呢?本文就以上的问题进行了分析,并且比较了国外保险资金运用的经验,总结这些经验为我国保险资金投资房地产提供借鉴。

ABSTRACT

  October 1, 2009, the new "Insurance Law" into effect. In the new "Insurance Law", insurance funds is allowed to invest in real estate. Insurance funds can invest real estate quickly become a hot topic. China Insurance Regulatory Commission (CIRC) control the investment of insurance funds strictly. A lot of insurance funds have not been fully used , The rate of return of insurance funds has been relatively low, which affected the solvency of insurance companies. CIRC worry about the security of insurance funds more than profit. Before the "Insurance Law" published, some insurance company had indirect invested in real estate, the way of the investment is purchase their own office buildings, buy stocks, affiance .Insurance companies want to increase the rate of return .Dose the insurance funds invest China's real estate affect the real estate? Dose the China's housing prices will be higher and higher ? What is the risk of insurance funds investing real estate? What is the ratio of investment property then? What is the contribution of insurance funds investing real estate to the society ?This paper analyzes the problems above, and introduced the use of insurance funds abroad experience. Experience and lessons are summarized for reference for China's insurance funds invest in real estate.
