浅谈有关农村土地流转存在的问题与对策

摘要：三农问题是事关我国未来发展的一个重要问题，而土地问题，则是我国三农问题中的一个关键性问题。因此，加强对农村土地制度问题的研究，对促进农业和农村经济发展，就具有重大的现实意义和深远的历史意义。当前，我国农村土地流转处于较低层次的发展阶段，在其发展过程中存在着农民缺乏依法转让意识、流转过程不够规范等系列问题，因而，要实现农村土地合理合法流转，政府就必须建立规范有序的土地流转机制，严格保护农民的合法权益，建立健全社会保障制度。

Abstract：The problem of "Agriculture, Peasants and Rural Areas" is critical to our country's future development, and land problem is one of the key problems. Therefore, strengthening the reaserch on the rural land system has great meaning for the edvelopment of agriculture and rural economy. At present, our country rural land transfer is at low levels of development stage, so we have many things to do during this period.
