基于和谐社会视角下社会保障基金审计存在的问题及对策

摘  要

社会保障体系建设作为我国构建社会主义和谐社会的重要内容，在保障基本生活、促进经济发展、维护社会稳定、保持社会公平、增进国民福利等方面发挥着重要的作用。但是不得不看到的是，我国的社会保障体系建设由于起步晚、起点低等原因仍然存在诸多问题，其中较为突出的一个方面就是社会保障基金监管机制仍不健全，审计工作仍不完善，有关社会保障基金发生的违纪、违规现象层出不穷。改进社会保障审计工作，已经成为我国实施社会保障体系建设工作中的一项重要任务。完善社保审计制度、规范社保审计工作、提高从业人员素质、加大舆论宣传力度，努力使社保审计工作朝着更加规范、有效的方向发展对于加快我国社保体系建设工作的步伐，提高我国公民的社会保障水平，最终建立起社会主义和谐社会有着重要的意义。

ABSTRACT

As an important element in the construction of harmonious society, social security system plays an important role in protecting the basic livelihood, speeding up economic development, safeguarding social stability, maintain social fairness and promoting the national welfare. But one point we can’t pass is that as a result of low starting range there are still many problems existed in Chinese social security system, one of the most prominent is that social security fund has a imperfect regulatory mechanism, the auditing work is still not perfect, many irregularities happens a lot in social security fund system. The need of improving auditing work of social security system has become an important task in the construction of Chinese social security system. Improving the social security auditing system, regulating the social security auditing system, improving the basic essence of employees and increasing public awareness can make social security auditing work more standardized and effective, also will make great efforts to speeding up the pace of construction of Chinese social security and improvement of Chinese social security system, and finally building up a harmonious society.
