xx石油公司HSE管理体系问题及对策研究

摘要
人类自身和赖以生存的自然环境是世界上最重要的资源，各行业都要将保证员工安全、预防事故，保护环境作为一切工作的出发点。石油石化工业具有高温高压、易然易爆、有毒有害等特点，是一个资金密集、工艺复杂、生产条件苛刻、连续化大生产的高风险行业。由于危险因素和不确定因素较多．发生事故的几率较高。
一旦发生重大事故，容易造成事态扩大。可能引发更为复杂或更大范围的问题，所造成的公众危害、环境破坏、经济损失和政治影响巨大。HSE管理体系经过近40年的发展，其管理体系和运行机制在1997年第一次在我国石油化工行业率先逐步建立和发展HSE管理体系作为国际石化行业的“准入证”，对减少石化企业环境、安全及健康事故有着重要的作用。
安东石油公司在推行HSE管理体系的进行中，取得巨大成就得同时，也遇到了不少问题。本论文着重论述的要点就在于安东石油HSE管理体系的推广、遇到的问题及对策研究。

Abstract
Human beings and the survival of the natural environment is one of the world's most important resource, and each industry will have to ensure the health of employees, to prevent accidents and protect the environment as a starting point for all the work. Petroleum and petrochemical industry with high temperature and high pressure, easy and explosive, toxicandharmfulcharacteristics,isacapitalintensive,complextechnology,production conditions,thecontinuous production of the industry with high risk. Because of the risk and uncertain factors of accident probability is higher.
Once the occurrence of major accidents, can cause worsening of the situation. May lead to a more complex or the wider problems, caused public hazard, environmental destruction, economic losses and political impact.HSE Management System After nearly 40 years of development, its management system and operational mechanism for the first time in 1997, the first in China's petrochemical industry, and gradually establish and develop the petrochemical industry as an international "access card",the HSE management, reduce petrochemical enterprise environment safety and health accident has an important role.
Petroleum Company in the implementation of HSE management system process, obtained the huge achievement at the same time, also encountered a lot of problems.
