浅谈高等教育公平问题
摘 要
自20世纪80年代初期以来，中国的高等教育一直是学术界的研究热点。进入90年代后，越来越多的对高等教育不公平问题的学术研究，长时间以来显示了人们意识到高等教育所面临的诸多问题。本文主要研究中国高等教育的不公平问题。中国高等教育的不公平问题主要表现在“不公平”的招生问题、高等院校管理的不公平问题、高等教育收费制度的不公平问题以及民办教育和公办教育的不公平竞争与发展问题等。本文拟在前人研究的基础上，运用文献归纳法和对比法，以实证研究方法为主。以中国高等教育为研究对象，从高等教育不公平现状及问题分析入手，了解中国高等教育的不公平问题，揭示其中的规律性认识，旨在引起政府对这一问题的重视，采取积极的应对措施，建立完善公平的高等教育的制度和机制和弱势补偿的教育政策机制，解决制约实现高等教育公平的各种障碍，提升教育的公平和公正，促进高等教育环境的明显改善，从而实现全体国民的综合素质的提高，保证社会的公平发展。

Abstract
Since the early 1980s, the higher education in China has been the focus in the field of academy. Entering the 1990s, more and more problems of higher education unfair of academic research, long shows people aware of higher education are facing problems. This paper mainly studies Chinese higher education unfair question. China's higher education injustice problem mainly displays in "unfair" recruitment problem, colleges and universities management of higher education, unfair to charge the injustice of the system problems and private education and public education unfair competition and development issues. This paper on the basis of previous studies, this paper USES the bibliometric induction and correlation method, give priority to with empirical research method. Higher education in China as the research object, from higher education unfair analysis of the current situation and problems of China's higher education, understand the unfair question, to reveal its regularity, aiming to cause the government to know the attention, take active measures to establish and improve the system of higher education fairness and mechanism and the education policy mechanism disadvantaged compensation, solve education fair restricted realizes the higher education of ascension obstacles, fairness and justice, and promote higher education environment, thus realize the obviously improve the comprehensive quality of all the people, to ensure social improvement of the fair development.
