论主权财富基金的监管问题

 摘 要：近年来，主权财富基金资产规模快速扩张，数量不断上升，是金融货币市场上一个较新、同时又富有争议的资本力量。对这一问题展开研究不仅有利于实现投资市场的多元化发展，也有利于指导中国自身的主权财富基金建设。本文从主权财富基金的特殊性质入手，对主权财富基金进行了全面的剖析，进而就主权财富基金在运营中产生出来的有关操作不透明和监管不力等问题进行了探讨，分析了国外几支主权财富基金在监管上的经验。最后，通过对我国主权财富基金发展的分析，为我国主权财富基金的监管提出了一些对策。

Regulation of Sovereign Wealth Funds

Abstract: Recent years,with the rapid expansion of the asset scale of SWFs and an upward movement in its quantity, SWFs is becoming a new but controversial capital power in financial money market. The research of this problem is not only beneficial to the multiplication of investment market, but also instructive to the foundation of China’s SWFs. This article will analysis SWFs comprehensively from its the unique quality, and then discuss the problems emerging from the operation of SWFs, such as untrasparency and bad supervision, analysis the regulation experience of some foreign SWFs. At last, according to the analysis of our country’s development of SWFs, put forward some suggestions for the supervison of our SWFs.
