论我国行政问责制存在的问题及解决建议

摘  要：行政问责制作为公共管理体制改革的发展方向，也是我国政府改革的重要内容，我国的行政问责制起步很晚，尽管在理论上、实践上以及制度建设上都取得了一定的进展，但总体而言，我国的行政问责制尚处于起步和初始阶段，发展很不平衡，理论和立法还不完整，制度尚不完善，实践还不成熟，无论是立法、制度建设还是制度执行上都存在诸多问题。分析我国行政问责制的发展以及存在的问题，具体问题具体分析，需要我们不断加强问责制相关理论研究，加快问责立法，成立专门问责机构，完善问责制度，统筹中央与地方问责制的发展，同时借鉴国外问责制在立法、制度建设以及政务公开方面的经验，可以少走弯路，提出切实可行的对策。
