论我国行政问责制存在的问题及解决建议

摘  要:行政问责制作为公共管理体制改革的发展方向,也是我国政府改革的重要内容,我国的行政问责制起步很晚,尽管在理论上、实践上以及制度建设上都取得了一定的进展,但总体而言,我国的行政问责制尚处于起步和初始阶段,发展很不平衡,理论和立法还不完整,制度尚不完善,实践还不成熟,无论是立法、制度建设还是制度执行上都存在诸多问题。分析我国行政问责制的发展以及存在的问题,具体问题具体分析,需要我们不断加强问责制相关理论研究,加快问责立法,成立专门问责机构,完善问责制度,统筹中央与地方问责制的发展,同时借鉴国外问责制在立法、制度建设以及政务公开方面的经验,可以少走弯路,提出切实可行的对策。
