河北钢铁集团资金集中管理研究

摘　　要

随着市场的不断开放和竞争的逐步加剧，许多的企业集团应运而生。资金作为企业的血液、财务管理的核心，有效的管理资金对于企业集团有及其重要的作用。近些年集中管理资金已经成为企业集团应用最广的资金管理方式，并且得到政府的政策支持，它不但有助于集团实现规模效益，而且可以监控和调配资金的流动。河北钢铁集团作为成立不久的企业集团，资金集中管理存在着诸多问题，既有来自企业内部的问题，也有来自企业外部的限制因素。针对这些问题，本文分析集中管理资金的常用模式、以及选择模式的前提，试图找出与河北钢铁集团战略和特点相符的模式。构建资金集中管理的模式后，本文进一步研究配套的运行方式，以保障所选模式的运转，从而提高集团管理资金的能力，提升集团的外部竞争力。

The Centralized Management of Fund in Hebei Iron and Steel Groups
ABSTRACT

　　As the market is gradually opened up and the competition intensifies, many enteprise groups came into being. Money is not only the blood of a business, but also the core of financial management. Effective management of funds for the enterprise group has its important role, and centralized management of funds has become the most widely used measure for enterprise groups, and is supported by government policy.It not only helps the Group to achieve economies of scale, but also monitor and distribute the capital flow. As the recently established enterprise groups, there are many problems focused on management issues in Hebei Iron and Steel Groups , some from internal problems, others  from the constraints outside of the company. To solve these problems and try to figure out the right model for Hebei Iron and Steel Group ,which is consistent with its strategies and characteristics, this article analyzes the common models for the centralized management of the funds and the premise to select models.After the construction of a centralized fund management model, in order to protect operation of the selected mode, this paper further studies supporting system, thereby enhancing the Group's management of liquidity, and the Group's external competitiveness.
