xx县退耕还林的现状及对策研究

退耕还林工程是我国为改善西部地区恶化的生态环境而采取的一项空前的重大举措，退耕还林的实施，对改善生态环境，帮助农民脱贫致富和促进农村经济发展具有十分重大的现实意义。
本文以问卷调查法对镇安县退耕还林进行实地调研。通过对镇安县退耕还林的现状及其产生的影响进行较为全面的了解，比较深刻地掌握镇安县退耕还林实施过程中存在的问题，并分析其形成的原因。针对镇安县退耕还林存在的问题，提出了加强政府指引，加大后续产业开发，促进劳动力转移等切实可行的对策建议。期望对镇安县退耕还林达到生态、经济、社会效益的统一起到参考作用。

Research on Present Condition and Development Countermeasures of Farmland to Forests in Zhen’an
Abstract
Returning Farmland to Forests is unprecedented measure implemented by the state government to improve the environment of Western China. The implement of Returning Farmland to Forests has great practical significance to improve the ecological environment, and help farmers get rid of poverty and promote economic development in rural areas.
    Through survey, this thesis researches returning farmland to forests in Zhen’an. Through comprehensive understanding and research on conditions and influence of returning farmland to forests, this thesis profoundly understands and masters the problems existing in the process of returning farmland to forests in Zhen’an and analyses those problems and the reasons. For the problems, in this thesis, strengthening government guide, intensifying the follow-up industrial development, and promoting transfer of practical workforce etc., those practicable countermeasures are brought up. Look forward to having reference to Returning Farmland to Forests which could develop smoothly to achieve the unity of efficiency in ecology, economy and society in Zhen’an.
