发展低碳经济的财政政策研究——以湖南省为例
低碳经济作为一种新型经济发展模式，它具有着低能耗、低污染、低排放等居多优势和特点。低碳经济的发展需要财政政策的有效支持；从低碳经济和财政政策两者相互机制的角度出发，以湖南省作为立足点来研究其能源结构，产业结构，激励机制等方面出现的问题和困难，进而从财税政策，公共投入，绿色税收体系等财政角度分析有利于湖南省发展低碳经济的有效政策。

Development of low-carbon economy of fiscal policy studies
——In Hunan Province
Abstract: low carbon economy as a new economic development model, it has a low energy consumption, low pollution, low emissions are advantages and characteristics. The development of low carbon economy need the support of fiscal policy; fiscal policy from the point of view, taking Hunan Province as a starting point to study the energy structure, industry structure, incentive mechanism and other aspects of the problems and difficulties, and then from the fiscal and taxation policy, public input, green taxation system, financial analysis is conducive to the development of Hunan province low carbon economy is effective policy。
