浅议绿色信贷

绿色信贷是我国社会发展的客观需要，是我国现阶段转变经济发展方式，调整经济结构的重要金融手段，也是银行业自身发展的必然选择。我国的绿色信贷已经取得了很大的发展，社会各界，尤其是商业银行和企业对绿色信贷有了一定的认识，有关机制体制也不断完善，并且各商业银行也都采取了一定的措施贯彻和落实绿色信贷政策。虽说，我国的绿色信贷取得了一定的成效，但是，仍然存在着很多问题与不足。有关“绿色信贷”的政策、法规、法律等还不健全不完善；银行业对有关环保和绿色信贷信息的披露存在问题，进而导致缺乏有效的执行机制；认识问题、制度问题和人才问题制约和束缚了绿色信贷的进一步发展；绿色信贷的信息沟通机制还不完善；缺乏指导银行开展绿色信银贷的技术性政策；各部门之间还没有建立协调联动机制，工作难以形成合力等。所以，应该进一步提高各行各业对绿色信贷的认识，完善有关激励约束机制，建立各部门协调联动机制等。大力推进绿色信贷的发展。

A Brief Analysis on Green-credit Policy
ABSTRACT

The green-credit policy is the desirability of the social development of China, is  the important financial means of Transformation of the mode of economic development and economy structure adjustment at the present stage in China, and is also the inevitable choice of the bank by oneself. The green-credit policy of China has achieved the great development. The social circles ,especially the commercial Banks and enterprises for green credit, have a certain understanding for the green-credit. The mechanism systems about the green-credit policy also constantly improve. And these commercial banks are also taken certain measures to implement the green-credit policy. Although the green-credit policy of China has made some achievements, there are many problems and insufficiencies. Laws and regulations about the green-credit policy is not sound and perfect. There are a lot of problems to the disclose of information about the green-credit with these commercial banks, which lead to the lack of effective execution mechanism. The understanding problems, the institutional problems and the talent problem restrict and bound the further development of the green-credit.The information communication mechanism about the green-credit is not perfect. The Technical policies of guiding banks to develop the green-credit are not perfect. Don’t establish mechanisms about Coordination and linkage among departments etc.So, enhance the understanding to the green-credit policy, perfect mechanisms about incentive and restraint and establish mechanisms about Coordination and linkage among departments etc.. Vigorously promote the development of the green-credit.
