新公共管理及其对中国行政改革的启示

自威尔逊《行政学之研究》发表标志行政学建立以来，行政管理理论随着时代的发展在不断地同步完善，从公共行政到公共管理的理论取向，再到当今新公共管理运动，这些是时代的必然。如同当时西方大工业社会呼唤出了官僚制一样，新公共管理满足了20时间70年代末西方国家的社会需求，因此便应运而生。新公共管理（New Public Managament，NPM）公认最早起源于英国的撒切尔政府改革，其实质是以经济学和工商管理为理论基础，积极推动传统官僚制向以市场为基础的政府新公共管理模式的转变。这场新公共管理浪潮在很大程度上提高了西方国家的政府治理水平，促进了社会经济的发展。本文将在简要阐述新公共管理相关背景和内容的之后，总结当下我国行政改革的困境，并在此情境中说明新公共管理对中国行政改革的启示。

New public administration and revelation on administrative reform in China
 
Abstract: As the symbol of administration establishing since the Wilson Administration, since the theory of administration along with the development in constant synchronization perfect, from the theoretical orientation of public administration to public management, then today's new public management movement, these are the timesthe inevitable. Western industrial society is calling out the bureaucracy, new public management to meet the social needs of the 20 time in the late 1970s in Western countries, so they came into being. New Public Management (New Public Managament,NPM) recognized that originated in the UK Thatcher government reform, and its essence is based on economics and business administration as the theoretical basis, and actively promote the traditional bureaucracy to new market-based government public administration model. This NPM wave in Western countries has greatly improved the level of governance, and promote social and economic development. This article will briefly described the the NPM background and content, summed up the plight of the current administrative reform in China, and the revelation of the new public management of administrative reform in China in this context.
