xx市低碳技术专利格局与发展策略研究

低碳技术是以低能耗、低污染为基础的技术，其目标是确保环境的可持续发展。本文基于江门市低碳技术专利申请数据，分析发现江门市低碳技术专利申请少而且分散。其原因在于江门市低碳技术发展过程中存在人才短缺、科研投入不足、开发成本加大等问题。在节能、环保、低碳的国际大趋势和国内政策的有力支持下，江门市发展低碳技术需要政府和企业的共同参与，具体包括培养和吸引人才、开展产政学合作、健全法律政策、加大财政扶持、加强环保观念宣传教育等。

Abstract

Low carbon technology is a technology which is based on low energy consumption and low pollution, its purpose is to ensure the sustainable development of environment. Basing on analyzing the low-carbon technology patent data of Jiangmen city, this report finds that Jiangmen city’s low-carbon technology patents are rare and decentralised. The reason is that the development of low-carbon technology in Jiangmen city exists in some issues, such as the shortage of talents, the lack of R&D investment, the increased development costs and so on. In the strong support of energy saving, environmental protection, low-carbon international trend and domestic policy, the development of low-carbon technology in Jiangmen city need government and enterprises to participate in, including training and attracting talents, to promote cooperation between government, enterprises and R＆D institutions, to increase financial support, to strengthen propaganda and education about the concept of environmental protection, etc.
